Park Use Policy

• Wilcox Park may be used for private and public events upon approval of the Park Committee and the Association’s Governing Board.
• Park events must be free and open to the public. Private events require an appropriate fee that will be determined by the Association. Events having exclusive attendance are limited to the library, unless the event is produced by the Association.
• All Park uses must be low-impact to the physical features of the Park, including soil structure, tree root systems and all aspects of the landscape.
• Priority should be given to Park uses that reinforce the vision of the park which is to “provide the community with a place for passive recreation, and to serve as a venue for cultural and educational programs” particularly those that emphasize horticulture and landscape design as well as aspects of relevant history.
• Park uses, including fundraisers, must be noncommercial, nonpolitical, and be limited to organizations and events with an obvious community benefit.
• The following concerns should be taken into account when considering proposed Park uses; Park staffing, noise levels, visual disturbances, equipment needs and subject matter.
• Stakes and other ground penetrations are not allowed due to the potential damage to the extensive irrigation system throughout the Park.
• Vehicles are only allowed into the Park by permission of the Superintendent.
• Large annual events (over 500 attendees) by other organizations are limited to 1) Virtu Art Festival, 2) Summer Pops Concert, and 3) Shakespeare in the Park. These events, as well as other one-time large events, must abide by a contract between the Association and the other organization. This contract is referred to as a Memo of Understanding or a “MOU.”
• Smaller events require an approved Park Use Form. All events and Park uses require a certificate of liability insurance. (Weddings and group picnics are examples of exceptions.)
